Pipe weed, according to Tolkien, is a product of The Shire. Hobbits would have it readily available. Usage by other races would be limited, I would think, to peoples who came in contact with, or were neighbors to, The Shire. It was used in Bree; rangers and some wizards, elves, and dwarfs used it, but it would be unusual to find it in Rohan or that part of Middle Earth.
I can't see hobbits using cobs. The Shire is an idealized version of England before the Industrial Revolution. Corn, or maize, was unknown in England at that time; I have to wonder how prevalent it is there, now. Hobbits would smoke wood pipes of some sort, and clay. Indeed, considering how limited the sources of meerschaum are, I doubt if that would be widely smoked. I really think that would and clay would be the prevalent, if not the only, materials used. Gandalf's ornate staff is a cool movie prop, but, unless my memory completely fails me, Gandalf smoked clay pipes in the books. I would think that clay would be the most common material used.

According to LOTR, pipe weed comes from the family of "Nicotiana", so most, including myself, assume it is tobacco, or at least a close cousin with nicotine content....
